When my brother first made Kol and Kyle, he had wanted them to be "a communist kirby" and "a capitalist kirby". Kol's name was even "Kolosov" rather than just "Kol"... although I have no idea what the old name even meant. The ideas behind the characters at first were entirely from my brother, not me; I just expanded on them to make them what they are now.

I figured I would reference that beginning by having Kol suggest completely remaking the government to use communism (and then instantly having his request denied, of course).

That's good way to incorporate that aspect, in comedic fashion even if knowingly dismissing the next moment. Acknowledging that 'was'. Pretty neat.
